Reporting Fraud, Waste, Abuse, and Ethics Violations at the San Diego County Regional Airport Authority


The Office of the Chief Auditor (OCA) administers the Fraud, Waste, Abuse, and Ethics program at the San Diego County Regional Airport Authority (Authority). Employees and members of the public may report on potential violations utilizing either a telephone “hotline” or an online form. Reports of violations that are not within the jurisdiction of the OCA may be referred to other relevant Authority departments for investigation.

  • The hotline and online form are not forums for employment-related grievances or complaints. The Authority’s workplace standards and procedures provide methods for resolution of these issues.
  • Knowingly submitting a false complaint is an unethical behavior.

Confidentiality


The OCA maintains confidentiality of all tips, reports, and associated materials to the maximum extent permitted by law. The confidentiality of the complainant is also protected and will not be released without prior written permission, unless required by law. Individuals have the option to file complaints anonymously; however, filing an anonymous complaint makes it more challenging to investigate the allegation.

Whistleblower Protection


The Authority Code protects all employees that act in good faith to report on: work related violations, gross waste of Authority funds, gross abuse of power, conflict of interests, dangers to public health, or the use of an Authority position for personal gain. Additionally, individuals that bring matters to the attention of the OCA may be protected under the California Whistleblower Protection Act.

Definitions


FRAUD is any activity that relies on intentional deception to achieve a gain, including misrepresentation of facts, making false statements, or concealment of information.

WASTE is the act of using or expending resources carelessly, extravagantly, or to no purpose. Waste can include activities that do not include abuse and does not necessarily involve a violation of law. Rather, waste relates primarily to mismanagement, inappropriate actions, and inadequate oversight.

ABUSE is behavior that violates an Authority Code or Policy or is improper. Abuse also includes misuse of authority or position for personal financial interests or those of an immediate or close family member.

ETHICS is a set or system of accepted rules and behaviors, based on what is considered right and wrong. The San Diego County Regional Airport Authority has adopted an Ethics Code that governs the conduct of members of the Board, employees, and consultants.

Fraud, Waste, Abuse, and Ethics Reporting Process


To process your report, a minimum amount of information is needed. Please provide all relevant information that is available, including:

  1. Name of the individual(s) involved
  2. Date of the alleged incident
  3. Description of the alleged incident
  4. Other witnesses or others we should speak with
  5. Documents supporting the alleged incident.

All fraud, waste, abuse, or ethics violation reports involving Authority employees or vendors may be investigated by the OCA, outside counsel, or referred to other relevant Authority departments for investigation.

Reports are generally reviewed by the OCAs Ethics Officer, Chief Auditor, and other members of an Ethics program committee comprised of the General Counsel and Human Resources Director or their designees. A preliminary review of the report is performed to determine whether an investigation is necessary.
