The San Diego County Regional Airport Authority (Airport Authority) welcomes James Sly, President & CEO of East County Economic Development Council (ECEDC) as the newest Airport Authority Board Member effective today. Sly was appointed by East County San Diego mayors to represent the East County on the Board for a three-year term.
“We are fortunate to have Mr. Sly join our Board,” said Airport Authority Board Chair Gil Cabrera. “His background in economic development will be invaluable as we continue our focus on the airport’s role as a regional economic engine. The Board would also like to acknowledge Mr. Robert Lloyd for his service, leadership, and friendship during his tenure.”
“With the New Terminal 1 project, our airport is at the center of an exciting moment in the region’s ongoing transformation, and I’m eager to jump in and start contributing,” Sly said. “I am honored and grateful that the East County mayors chose me for this great opportunity.”

Sly began working at the ECEDC in 2012 after serving in multiple business consulting roles. During his tenure, he has worked to develop more than $40 million in new income through strategic partnerships, new contracts, and fundraising. A Santee resident, Sly graduated from San Diego State University with a degree in business management and administration and completed a nonprofit management development program at the Harvard Business School.
Lloyd completed his three-year term on January 31, 2022. Significant airport projects during Lloyd’s term include navigating the impacts of COVID-19, opening the Airport Support Building, and advancing the New T1 which envisions the replacement of the 54-year-old Terminal 1. Lloyd served on the Executive, Finance, Audit, and Capital Improvement Program Oversight Committees of the Board, as well as the Ground Transportation Ad Hoc Committee.
The Airport Authority is governed by a nine-member Board, with three additional members serving ex officio. Board members serve three-year terms and may be reappointed.
